Project Context
From reporting task to operating system.
The dashboard is framed around CoAct-style employment services operations: registrations, placements, service regions, priority cohorts, data completeness, exception queues, and quarterly government reporting. It demonstrates how requirements become visible controls rather than static documentation.

Requirements Traceability
